dc.description.abstractCitizenship is the right that confers all other rights: it as become a too precious and desired asset to continue to be defined only on the basis of the chance of birth. The complex and costly rights asserted by modern welfare states can only be achieved through the real exercise of the duties of solidarity. Citizenship must be redefined from the point of view of duty, through a progressive assumption of responsibility.
