Wie beratend ist die Beratungspraxis tatsächlich? Diese Frage wird am Beispiel der Politikberatung ausführlich diskutiert. "Beratung" erweist sich als hochgradig neurotischer Begriff, der den fundamentalen Konflikt zwischen Anspruch (Reflexion) und Realität (Legitimation) widerspiegelt.
