The author proposes a classification of the mechanisms of citizenship in "popolo" regimes, placing them against the background of belonging to the civic body without participation, the result of the rigidification of the political and social system in the first decades of the 14th century. The contribution investigates what the definition of all the cives was according to what emerges from the lists prepared by the municipalities, how they were evaluated on the basis of the estimates and land registers, how they could negotiate their status, and how the exclusion mechanisms adopted worked .
