Abstract

The world is undergoing a process of change, shifting between the rise of a People's Republic of China, increasingly determined to fulfill its historic destiny, whether with the consent of the rest of the world or not, while the United States declines in a long process of dispute for hegemony. Major infrastructure projects, the construction of imposing metropolises, highways, and productive belts, along with astonishing technological development, frame a turbulent sea around the island of Taiwan, a democracy contested by the heart of a communist system, on the one hand, and the defense of a Western political system, on the other.
